Monitoring Corruption in Custom System

According to the Threshold Country Program for Moldova within the framework of USA Program “Millennium Challenge” approved by the Government Decision No. 32 of 11 January 2007, The Independent Board for Monitoring Activities for Preventing and Combating Corruption within the Custom System was established. The Independent Board includes representatives of the non-governmental organizations, associations of economic operators involved in international trade activities and academics.

The mission of the Board consist in monitoring the efficiency of the measures for preventing and counteracting corruption in Customs Service, identification and evaluation of the corruption causes in the Customs System, develop and submit measures for preventing corruption in the Customs System as well as increase the level of awareness of the business community regarding the complaint procedure in case bribes, gifts are requested by customs officers.

The main activity of the Board will consist in monitoring the revising civilians’ complaint procedure, evaluating the verification and conducting interviews with brokers, businessmen and truckers in order to identify the causes that generate corruption phenomenon in Custom System, as well as the elaboration of recommendations and measures in view of streamlining the activities for preventing and combating corruption in Customs system that are ultimately submitted to the General Director of the Custom Service.
